In addition to identifying Underserved populations in the state or territory and a strategy that includes appropriate ways to address needs, a STOP Implementation Plan must describe how Underserved populations were identified and the results of the methods used. This information includes demographic and other quantitative data, as well as qualitative data that are gathered to support an understanding of community context, circumstances, experiences, barriers, challenges, and resources. Together, and after thorough analysis and consultation and coordination with communities, this array of data can inform the development of a grantmaking strategy that incorporates culturally appropriate and effective approaches and practices.
